Stakeholder Engagement
Assist DOTr in conducting IEC meetings and Stakeholder Consultation Meetings (SCMs) and Focus Group Discussion. Household level participation will also be ensured through Socio-Economic Survey (SES).
Socio-Economic Surveys
This activity includes conducting census on all PAHs (100 %) based on FS ROW to establish baseline data of affected persons for measuring the social impact of the project and determining categories of PAPs eligible for compensation. A cut-off date will also be declared from which PAPs will be considered for entitlement which will be in accordance to R.A. 10752 and its IRR.d
Detailed Measurement Survey
For FS RAP, inventory of losses will be done through the combination of census tagging and use of drone with field verification.
Parcellary
Survey
This activity is done to identify affected lots within the ROW limits and boundaries of site location as indicated in the detailed engineering design plans, and segregation of these lots to be acquired and transferred to the government. This also includes parcellary research on the affected lots.
As-Built
Survey
No as-built survey will be conducted in FS phase of BT section but structure maps will be prepared to show the location of the identified affected structures within the PROW.
Replacement Cost Study
Data to be used for Replacement Cost Study (RCS) on the affected lands, structures or improvements, crops and trees for the FS RAP will be based on census tagging and drone shots with field verification. Industry standard will be used in determining the replacement cost of structures, improvements, crops and trees while updated BIR zonal values will be used in determining acquisition cost for affected lands
Development of Livelihood Restoration Program
Prepare the Livelihood Restoration and Improvement Program (LRIP), using the results of the SES and FGD.
Relocation and Resettlement Plan
Prepare the Relocation and Resettlement Plan, in coordination with Key Shelter Agencies (KSAs) and Non-Government Organizations (NGOs), through gathering information to identify and analyze the options for relocation, as well as the opportunities and risks associated with the proposed project
Preparation of the RAP
The Sub-consultant shall prepare the RAP in accordance with the contents of JICA Guidelines for Environmental and Social Considerations (2010) and Philippine law and policies.
